Unless the penalties go up dramatically I think there will be many that drop benefits and offer to pay more to employees through other means salary or other employee benefits. If someone can get decent benefits through the exchange (think QHDHP) but get paid 5 to 8k more a year in salary they may find that more attractive or just as attractive.
