This slow mo gear up has been a disaster. Premiums rates and provider reimbursement has skyrocketed more than usual as a result. Now the Administration is clinging onto CLASS Act revenues (temporary revenues indeed if actually enacted) to prop up the notion Obamacare will save money in its first decade (actually only six years of claims). Usually you go to jail with this level of fraud and manipulation.
