Why weren't Exchanges just set up to cover the people in groups who are very sick and bring up the rates for all. Then they could have reformed the present system and not paid a fortune to start and CHANGE everything. Most people don't understand the difference between a deductible, co-pay and co-insurance without us explaining it. Hate to see a 50-year old business end when we work so hard and are so needed. A consultant fee won't go over anything like getting paid each month and then we'll just have more people unemployed by destroying an industry that just needed fixing, not total overhaul.
