Politicians have short memories (sort of like dogs) In the Nineties it was politicians that helped to destroy traditional, small network HMOs through regulations and more and more mandated benefits. This was in response to, then, spoiled consumers who were living in a time of full employment and a rapidly expanding economy and who didn't want the restrictions of HMOs.
