Along with the NAIC's contention that it's too late to set up an Exchange if work hasn't already started, these states seem to be ahead of the curve. Let the Feds set up the Exchange and don't get suckered on the Medicaid expansion. Let them all work out the problems and learn from their mistakes. Makes sense to me.
