Aon and Mercer surveys had ACA adding 1-3% max to costs. Meanwhile Medicare has had the 2 lowest inflation years on record back to back even with the 14% subsidy cut in Advantage programs and the addition of free preventive care and closing the donut hole. The MLR is the major device for starting to get costs under control. Forcing efficiency across the healthcare supply chain is a huge driver to get rid of the 40-50% of every dollar spent that is wasted on redundancy, paperwork, errors, checkers checking on checkers et al.
