A predictable disaster from Day 1. That's why the legislation was designed for a slow motion implementation and roll-out not to interfere with a particular election. They didn't even remotely figure that one out either as it hasn't worked too well in the particular election year it was meant to avoid. There is a lesson to be learned however. Don't pass massive legislation that so dramatically effects everyone without consensus among the political class as well as the class it serves. It's called Politics 101.
