I don't think Romney has a real healthcare plan yet. He knows his Romney-care program will not be accepted by Americans and has many of the same problems Obama-care program has - - and the "solution" to send it back to the states is not necessarily a good one because some states cannot afford to take on the burden of Medicare and personal healthcare - they will go broke. The program to be perfect must be inclusive and not omit anyone - even with preconditions, age etc. The program has to be comprehensive enough to provide good quality healthcare and not prioritize people by age or critical illness. The program has to be affordable for everyone. etc etc ... and I really don't think pure free enterprise will meet this need because it has a conflict of values. Free enterprise generates profit for service and this is a problem for everyone to be covered... or is it?
