Your thinking may be a little off. Obama wants it overturned, he will then shout out " I did everything I can for you and the republicans took it away" , not a thing I could do about it.
He looks like a hero who tried his best, but then ducks the real problem, we can't afford to pay for this and that is just know coming to light for them, the CLASS act failed, costs are going up and we are adding "spiritual care services" as an essential benefit, all mean more money, we haven't got. So an overturn would bail him out and make him look like a hero to the masses.
