In my opinion, many more employers would already be utilizing the defined contribution model if all employees could medically qualify for an individual policy and/or if individual plans covered maternity. The state risk pool for those who can't qualify is not affordable to most folks and creates an employee relations issue for those who can't qualify for an individual policy. Group renewals though are out of control and unsustainable, something has to give
