The paroll tax reduction is a social security tax reduction. Social Security is outside the federal budget that Congressional Republicans are seeking to balanace with cuts / fee inreases. The Republican cuts being proposed are needed to balance a number that is inside the budget - the continuation of extended federal unemployment benefits.
