Actually, I think the problem in all of this is the coding system that is being used. It of course it makes sense to validate and pay for medical services based on the diagnosis for which they are applied. And that is easy when the diagnosis is known and clear. The problem comes when the diagnosis is not confirmed, or in this case, when the patient sought care with no known diagnosis.
