A report from Celent on economic recovery and future IT investment suggests insurers' outlook improved from the second quarter to the third quarter of 2009. In the second quarter, 74 percent of insurers surveyed by Celent indicated there would be salary freezes or reductions. That percentage was cut in half to 37 percent in the third quarter. Sixty-two percent of respondents had plans for staff reductions in the second quarter, and that fell to 54 percent in the third quarter.
